The coffeeshop tolerance policy does not apply to you. Dutch Customs states the import ban on narcotics applies to all countries with no carve-out, and the Ministry of Foreign Affairs names medicinal cannabis explicitly as requiring a certificate. Submit to CAK at least a week before departure; the certificate is invalid without the CAK stamp.
